I'm considering a hunting/fishing trip up to Southern Alaska this fall. I have not started researching it, other than this <g>. Is pulling permits for say blacktail a lottery process or over-the-counter? Is it possible to do it still, or should I think about next year?
It may all be moot anyway; if business does not pick up, I won't be able to afford it... still dreaming though.

There is no lottery for hunting blacktails in Alaska. Unless it changed last fall. I just moved from Alaska.
All you do is pay the non-resident hunting license fee and the pay $150 for a tag.
I lived in Kodiak and the deer hunting there was fantastic. And every once in a while you'll run into a Kodiak Brown Bear.
Don't shoot that though. It will only make it mad. Plus it's expensive to hunt one of those as a non-resident.
Good Luck

Jeff-
Black-tail tags are available over the counter. Lots of deer on the ABC's (Admiralty, Baranof and Chichagof Islands). Fewer deer on the southern islands like Prince Of Wales, but they seem to produce bigger bucks.
